Since the phone switched off when it hit the water, don’t try to turn it back on or charge it. Remove the case and SIM tray, then dry the outside and leave it powered off. Rice won’t remove water trapped under shields and around the motherboard, so it doesn’t solve the actual problem. If the phone was fully submerged, a repair technician should disconnect the battery and inspect/clean the board; ultrasonic cleaning may be appropriate for liquid-contaminated boards, but it should be done by someone experienced with that model.
