To reduce footstep noise downstairs, you want an 8-pound or 10-pound density bonded foam (rebond).
Don't just buy a thicker pad to block sound. Keep the thickness to 7/16" or 3/8". If the pad is too thick, your carpet will stretch and wrinkle over time.
Also, avoid soft memory foam pads. They compress too easily, letting heavy footsteps bottom out against the subfloor and transfer the "thud" downstairs. A firm, high-density foam absorbs the impact much better.
If you want the absolute best soundproofing and have the budget, skip foam entirely and use a heavy sponge rubber underlay.
